Problem Definition

The Winget pier and panel construction system comprises:

  • Concrete strip foundations
  • Reinforced concrete frame
  • Infill clinker concrete panels
  • Rendered outer walls
  • Timber frame and roofs
Bowing outwards of external walls

The construction method has been classed as defective and typical structural problems include:

  • Some foundations at shallow level
  • Deterioration of wall reinforcements
  • Bowing outwards of external walls with a potential inability to support loads
  • Cracking in render along construction lines allowing water penetration
  • Poor sound insulation

Prior to transfer GHA were advised that the houses could be repaired but that a best value decision would have to be taken in relation to cost and the associated disruption to the local community. If it is decided not to carry out the repairs it has been recommended that demolition be undertaken within the next 10 years.
