Keystone Tenant Managed Homes Ltd

Introduction

The Winget houses in Carntyne were built in the late 1920s and early 1930s. Over the years they have encountered a number of structural problems leading to the homes being classified as defective under part 14 of the Housing (Scotland) Act 1987. As a result the Wingets have been subject to a number of reports looking at their structural condition, notably BRE (1984) and Curtins (2000 and 2002).

As part of Glasgow's housing stock transfer in March 2002, around two thirds of Carntyne's Winget houses transferred to the control of Glasgow Housing Association Ltd (GHA). The tenant-led Keystone Tenant Managed Homes Ltd Local Housing Organisation is responsible for the management of GHA's homes.

GHA and Keystone Tenant Managed Homes Ltd are committed to the regeneration of Carntyne and finding a solution that meets the needs of the local community. Independent consultants Hilland Ritchie were commissioned in early 2004 to bring forward detailed proposals on the way forward for the Wingets. This website provides up to date information on the project's progression.

Despite the problems faced by many of the Wingets, Carntyne remains a popular area, highlighted by the results of the independent social survey carried out by Hilland Ritchie in November 2004. Key findings of the social survey include:

  • Carntyne is a nice, quiet area
  • There is a strong community spirit
  • It is a sought after area with stable population
  • There is a high proportion of elderly and retired residents
